So I guess this guy had a ton of money laying around and decided it throw some of it out of a taxi as it was being driven and the other part he decided to burn. With the economy the way it is right now, I'm sure he could have found a better way to get rid of his extra cash.

Maybe he got the money in an illegal fashion and just felt so bad about it that he wanted to give it away. Who knows.
